The rules, in plain English

Australian expats

As an Australian citizen you are not a "foreign person", even after years overseas. No FIRB approval, no foreign purchaser duty and no absentee owner surcharge. You can buy established or new homes like any resident.

Interstate buyers

No special restrictions. You buy on the same terms as any Melbourne local, established or new, with no extra duties for being from another state.

International (foreign) buyers

Foreign persons currently cannot buy established dwellings in Australia. A national ban applies from 1 April 2025 to 30 June 2029, with limited exceptions. New dwellings are still possible with FIRB approval. In Victoria, an 8% foreign purchaser duty and a 4% absentee owner land tax surcharge also apply.

Can foreign buyers purchase an established home right now?
No. A national ban on foreign persons buying established dwellings applies from 1 April 2025 to 30 June 2029, with limited exceptions. New dwellings remain possible with FIRB approval. We will walk you through what applies to you.
